Hello,

In SharePoint Services 3.0 (which is working fine), I attempted to install
the ApplicationTemplateCore.wsp following the ReadMe file. When I got to
the point - stsadm -o deploysolution -name
ApplicationTemplateCore.wsp -alllowdeployment -immediate - I received the
following response;
The timer job for this operation has been created, but it will fail because
the administrative service for this server is not enabled. If the timer job
is scheduled to run at a later time, you can run the jobs all at once using
stsadm.exe -o execadmsvcjobs. To aoid this problem in the future, enable
the Windows SharePoint Services administrative service, or run your
operation throught the STSADM.exe command line utility.

My question is where do I go to start the Windows SharePoint Services
administrative service? I can not find it in the services console.

Check in the services MMC, there is a service called 'Windows SharePoint
Services Administration'. Make sure it is started.

It contains resources that the other server admin templates need to
function. The other server admin templates will not function correctly
(if at all) without it installed. So you only need to install it if you
want to utilize the 20 server admin templates. You do not need it to use
the 20 site admin templates.
