How difficult is it to understand "you can't" ?
I'll repeat it. You can't set permissions at the folder level. Only at the
site; sub-site; or List (/Doc Lib) level.
The next version of the software (WSS v3 not in public beta) has permissions
at folder (and item) level. This one doesn't.
