no, but you could launch a screensaver as a screensaver.
a webpage is a text file... how could that be a screensaver?

I haven't used it myself, but you should be able to use the Active Channel
screensaver to do this. There is a short tutorial on Microsoft's site that
explains how to create a Channel.
