when i am in mmc and snap in for certifcates under
personal go to all tasks request new certifate I get
error the wizard cannot be started because it failed to
contact the active directory

You did not give much info but your computer must be a member of an Active
Directory domain that has an Enterprise Certificate Authority and you must be
logged onto that domain to request a certificate. If that is your configuration,
then your computer may not be configured correctly, particularly dns
configuration which requires your computer to use only AD domain controller as
it's preferred dns server. Netdiag can help troubleshoot such problems as can
looking in Event Viewer for any problems. --- Steve
