windowsupdate.microsoft.com doesn't offer KB913446 - MS06-007

I am trying to secure a Windows Server 2003 machine. I have been told to
make sure KB913446 is installed. It is not currently installed on this
machine. I went to windowsupdate.microsoft.com to get updates but was not
offered KB913446. I can download it manually, but I expected that windows
update would give it to me. Does anyone know if it has been superseded by
something, or the reason it is not offered? KB913446 is also called
MS06-007. Thank you very much.

This security patch was from February 2006. Are you absolutely positive
it's not installed already?

Under normal circumstances, if Windows Update doesn't offer you an update,
either you don't need it (e.g., it's been superseded by a more-recent update
or roll-

Under normal circumstances, if Windows Update doesn't offer you an update,
either you don't need it (e.g., it's been superseded by a more-recent update
or roll-up) or it's already installed.
