unable to access secure sites

Everytime I try and acces a secure site e.g banks, hotmail
inbox, it reads: The page cannot be displayed
The page you are looking for is currently unavailable. The
Web site might be experiencing technical difficulties, or
you may need to adjust your browser settings.

This comes up for every site and I think its my browser
settings, but I am not sure what to change, it was working
one minute and then blocks my access to all the sites the
next. I hope someone can advise soon..please!!

Go to start/run
Type in: regsvr32 softpub.dll
------------------------------

your COOKIES are ckecked, if unchecked check it and
restart your computer and you should be able to access the
secure sites.
