spying on me? someone get me educated!

1.) I am using Windows ME. And, does creating a logon
password helps protect my computer?
2.) How do i determine if someone is spying on my
computer? is netstat a way?
3.) If netstat is a way. How do i use netstat and to
determine whether or not i am being spied?
4.) If i am being spied or easily hacked, how do i protect
myself?
