OE only has rules that you can set up. There is a link the various
anti-spam features of Microsoft email clients near the bottom of this
article:

Additionally, I searched on www.tucows.com and found several shareware
anti-spam utilities by searching for "outlook express spam". Here is the
results link I got, but you can duplicate it easily:
