I have other users on my computer. I have installed Turbo Tax. How can I
secure this program so no other user can get in to it?

There are hundreds of programs, out there, that'll do anything from locking
down a single program to locking down and, optionally, encrypting entire
folders.

Have a look at:

Personally I use Encrypted Magic Folders (http://pc-magic.com/des.htm#emf),
but it might be a bit of overkill for your needs.

What OS? Exact version & SP level will help.

Note that the program itself isn't likely the real issue - it's the data,
right?

If you're using an NT-based operating system, and NTFS as your disk format,
you can protect your My Documents folder (or whatever you wish) from prying
eyes. And then make sure your TurboTax data is stored in that folder, not in
the program files folder, etc...

The other users should *not* be members of the local administrators group.

What is your operating system? If it is W2000/2003 or XP and you are using
NTFS file system you can simply remove access to the folder for the
application under program files. By default users will have permissions to
applications installed in program files and I would remove all users that do
not need access and leave either your user account or administrators
assuming that you want any administrator to have access and you control who
are administrators. You should beware that any user who has physical access
to the computer can ultimately become administrator or access unecrypted
data and I don't know your environment [home, work, etc] so you should take
that into account and by default in XP Home the built in administrator
account that can only be accessed via Safe Mode has a blank password. The
