I keep getting the same security update (#823559) from
Microsoft (3 times in the last 36 hours, at least 6 times
in the past week). I have Windows 98 and McAfee virus
protection, and I'm a computer illiterate. It doesn't seem
to cause any problems, but I wonder if there are other
updates I'm not getting, and it does take a little time
and trouble each time. Whom do I contact to find out?

Hello, I had the same problem with Windows ME and this
patch. Note that the Windows Update informed that the
patch hadn't been installed - if that's your case you're
still vulnerable.

I took the following steps to fix that (it seems to me
that the .inf file for the installation may be wrong, or
something wrong happens in the installation and never gets
recovered): NOTE: THIS PROCEDURE WORKED FOR ME FOR THIS
SPECIFIC UPDATE - IT IT PROBABLY USELESS FOR OTHER UPDATES
THAT CAN'T BE INSTALLED. I'm adapting what I did for WinMe
to your case, Win98 (some paths are different)

1 - Check http://support.microsoft.com/default.aspx?
scid=kb;en-us;823559

There you'll find information about the relevant files
included in the patch, and their correct sizes/versions
(pay attention to the correct OS 'chapter' of the KBA)

2 - Search your HD (I suppose you have to set folder
options to show system files, file extensions, etc, to see
them) for Html32.cnv and Msconv97.dll. Right-click on
them, and compare their sizes/versions to the ones on the
KBA above. Note that you may find files with the correct
version and files with older ones. This is because failed
instalations may have left the new files somewhere, but
didn't install them correctly.

3 - If you can't find the 'good' files, then:
3.1 - download the service pack as an individual file (Go
to windows update site, select "Personalize Windows
Update", check "Display the link to Windows Update", Save
Settings. The Windows update catalog will show on the
left. Click it. Click "Find Updates for...", Select
Windows 98, Advanced Search, fill 823559 on the search
field, leave only Crictical updates checked. Click Search,
Click "Crictical Updates and Service Packs", Add 823559 to
the download basket, Go to Download Basket, Select a place
to download it to (I suggest a short path, or it will
fail).

3.2 - Put the 823559USA8.EXE downloaded file (it'll be
down a long tree from where you asked the download to go)
on a easier to access folder. Open a DOS command window
and go to this folder.

3.3 - Type "823559USA8.EXE /c" (this will only extract the
files without installing them) Select a place to extract
them (including drive letter).

4 - Now you have both Html32.cnv and Msconv97.dll with the
correct versions (either found somewhere in you HD on (2),
or downloaded on (3)). Move them both to:
\Program Files\Common Files\Microsoft Shared\TEXTCONV. I
am not sure if you need to reboot, but it won't hurt.

5 - Now you have the files where you need them, but
Windows still don't "know" you are patched (at least
that's what happened in my case). Try the qfecheck.exe
unpacked on (3), and check if it complains about these
files (you have to browse down each sub item to find the
data for this patch). Also go to Windows Update, and see
if it still wants to install the same patch. If not, you
are rid of the problem. If qfecheck or winupd still wants
more...

6 - You'll have to tell Windows where they are (in my
case, something went wrong during the first update, and
the path information included a variable name from the
install .inf!). Open the registry (Start, Run, regedit).
(if you never played with it BE CAREFUL)

7 - browse down to
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersio
n\Setup\Updates\W98\UPDQ823559

8 - check if in the right hand pane the key name is
correct (it should show the path an filenames for both
files we've placed at \Program Files\Common
Files\Microsoft Shared\TextConv. If not, right-click on
the wrong name, and correct it. Check that the informed
value version for this key is right.

9 Try qfecheck again and see if it still complains. Reboot
and try Windows Update again.

Worked for me.
