strange problem the pc has random mouse movement clicks on icons opens them
or will close a running program. I ran a virus program and it did not detect
anything i desconnected it from the network and it still moved. i fdisk the
drive then reformatted the drive and reinstalled windows and i still have the
same problem. any ideas?

In all the extreme work you did, did you swap out the mouse for a
different one?

Could be heat, bad fan/dirty fan and cpu veins, flaky power supply, electric
"noise" inside interfering with mouse io port.
Vacuum out everything inside, pull all cards and vacumm, clean connectors
with electric cleaner, reseat everything. If that is not it, not sure. Is
the cpu overclocked or any weird things like that?

How about an old school answer, if the mouse is serial not usb what other
serial devices do you have that could be causing an IRQ conflict. modem on
comm 3, or extra drive controller any extra cards or devices that could be
causing IRQ problems?
