when I open an email that is full of hidden statements, is this something
that should be turned over to MSN or high authorities? Did not want to just
delete should something be questionable and might lead to something serious.

Please define "hidden statements".

Do not open any email message you weren't expecting or which was sent by
someone you don't know.

Do not open any attachment you weren't expecting, if if it appears to be
from someone you know. When in doubt, ask the Sender in a New Message, not
a Reply To message.

If you are referring to the random text in typical spam, that is added in a
futile attempt to poison certain types of spam filters. It may also server
as a way to uniquely identify messages, for purposes of identifying spam
complainers; those who file complaints with mailhosting services, and
webhosting services involved with sending, and hosting spam.

The only people who should be notified are the responsible agents for the
ISPs hosting the mail source, web site; and, if applicable, FDA (for online
pharmacies), SEC (for "pump-n-dump" schemes), and Treasury (for the
Nigearian scams). Or, if you are not a U.S. resident, the comparable
authorities for your nation of residence.

Those who are inclined to learn to file complaints, you should learn how to
read the message source without opening the message; and how to determine
the responsible agents for the complaints. If you are too busy, or
othrewise not inclined to learn how to determine where to file spam
complaints, you should just delete unwanted email without opening it.
