You want to force all accounts to have a null, blank password ?? ?? !
One can enable password complexity in the Account policy area
of the local security policy, or in a domain for domain account
login in a domain linked GPO. But, that provide a fixed set of
complexity rules which are as they were for NT4. Password
length may also be independently set in the same location.
