Where can I find all the Win2000 security patches without
using Windows Update? Our PCs are not on Internet. I need
to be able to download to floppy or CD and manually
install. We have SP4 right now. Which patches exist beyond
SP4? Same for Word 2000 and I.E.6.

We do have risk of viruses and worms via dialup to billing
services and backup hard drives that get plugged into home
PCs.

Will we have to sign up for dialup ISP if Windows update
is the only way to stay current?

and for each relevant patch, get the patch and write to CD / floppy

Windows Update Library.

Run Windows Update, click on Personalize Windows Update in the left pane,
then click the checkbox to display the link for WUL.

Once you have the link, you can download patches for any supported OS and
burn them to CD's to your hearts content.

If I used Advanced search to select Windows 2000 SP4 and Critical updates
and advance security updates, I get 53 critical patches and 5 advanced
security updates.

The total number of patches you need will be reduced significantly if you
take into account your IE browser versions already in place.
