I work at a Juvenile Probation Department where we are loking to introduce to
the youth a computer lab and library system.

One of the concerns that has arose is a concern related to them printing.
We are looking to be able to manage what they print and how much they print.

One option is to have the printers only accessable by certain computers or
users on the network. However, this is a hassle because it would require
staff to have to log the youth off of the computer, then them log on either
at that computer or on a different computer (depending on the set-up), then
finally go through the network and find the youth's document(s) and print
it/them.

Instead, we would like a way to simply require a password to print. TO give
a visual:
When a youth has something to print, they will first press the print button,
then raise their hand. Thereafter, a staff would come and approve or
disapprove of the print job. In the case of approval, a password would be
entered.

THere is a software out there that does this, UNiPrint by Pharos Systems.
However, it is expensive. $5000 for the asic software, then $150 per printer
license for each printer on the network that will be configured with this
system.

Are there any other software programs out there that can do this. Can you
do this with Microsft and I just don't know it?

Cannot do this within Windows systems. You can restrict according to user or
computer. A better visual. Have the youth raise his hand and instead of you
going to his pc to enter a password have him come to you to get the paper he
needs to put in the printer.
