I think he can't.
If one forget his password, he can creat new one from security question and
answer.
If one forget his security answer, he can creat new Q&A from his
password. --Hotmail works in that security rule as far as I know.
But if one forget his password as well as security Q&A, he can't no longer
creat new password or security Q&A.
