I find a file called "~" on my desktop every three or four
times I shut down Outlook Express. When I open the file
using Word, it appears to be coded but seems to have my
address book in it, although the characters are separated
by other symbols. So you know anything about this file?
Is it normal? Is it something I should stop deleting
whenever I find it? Is someone worming his way into my
files? Any insight would be appreciated.

Its a bug in OE that occurs with an update patch. Don't worry about it. It
IS a copy of your address book. You can either delete it or ignore it. MS
are working on it!
