How can I get RMS newsgroup?

Hi everybody,

Does anybody know how I can get the Rights Management
Services Newsgroup (microsoft.public.rights_mgmt_svcs). I
can't reach it from Outlook Express because the port 119
is blocked at the firewall. I was looking it for in the
Microsoft Community Newsgroups site, but I couldn't find
it.

Please I'll be so thankful with any help.
