Three times this weekend a new Windows Icon named ~ has
appeared on my Desktop immediately upon closing Outlook
Express. Its about 800Kb. What is this?

It's a copy of your address book. Rename it to .wab and you'll see. It
occurs because of a security update to OE. Nothing to worry about
