Bob,
To protect content of your files you could encrypt the folder. Encryption is
a feature that comes with Windows 2000.
How To Encrypt Data Using EFS in Windows 2000

Best practices for the Encrypting File System

If you start using EFS, make sure you have good backup of your encryption
keys in safe place (e.g. copied on CD and stored in safe place. Don't forget
what the password is for the key.)... If you lose the key you will lose
access to your files for good. There is no back door to files if you lose
these keys...
Other option is to use NTFS permissions. In this case (just like in case you
use EFS) every user on the computer must have its own username and password.
The main difference between NTFS and EFS is that if you lose NTFS
permissions user with administrator privileges can always take permissions
of the files. They can't do this with EFS.
