It should be easily downloaded and placed on a diskette at another machine,
but it needs an Internet connection to pull in the required patch (yes,
there's another one beyond the one you already put in!)
You may have another infection besides the original Welchia issue.
You may also want to try a cleaner application such as McAfee's Stinger
tool--this is kind of a hit and miss proposal--it covers 30 viruses, but we
have no way of knowing whether they include what is bugging your machine.
