I keep getting a website that takes over Microsoft
Explorer and sets itself as the default web page.
Thereafter we get literally hundreds of pop-ups.

How do I stop this???

Your computer has been 'infected' ( not exactly in the sense of a virus
infection ) by a program that 'takes over' your browser. Try installing
some software that looks for adware/spyware. Ad-aware is something (
without cost ) that does a nice job.
