I am getting several daily emails with an attachment of a
program "patch.exe" and is telling me to load this as it
has to do with viruses through email. I have not loaded
the program because i am not sure what it is but it does
say that the sender is security@microsoft.com but in
properties it says the return path is admin@duma.gov.ru. I
am not sure if i should use this or not can anyone verify
this patch is safe and they have also received it or used
it.

Those are Hoax messages and if you double-click the message you end up with
a virus.
Microsoft never sends out patches nor do they ever send out emails with
attachments.
Delete the thing !
