Can email from my home computer using Outlook Express be intercepted en route
and read? I am not concerned about security on my or the email recipient's
computers . Just in between.

Yes. There is a good chance your ISP even has backup copies. If you look at
the headers of an email you will see all the servers it has passed through.
All of them could have read the message. This doesn't include routers. While
travelling between all these servers the individual packets could be
intercepted at any of the many routers along the way. Should you be worried
about it? I'm not but my data is not sensitive so I don't care who reads it.
It is unlikely that anyone is reading your email but it is possible. If you
have sensitive data make sure it is encrypted. Always assume your email is
being read and you won't go wrong.

I was told that Outlook Express encrypted the outgoing message and that it
could only decrypted by the recipient. Any truth to this?

Not unless you set it up first. It is complicated and both the sender and
the recipient have to be setup beforehand. Here is a link to explain it.
