Why doesn't the web-based hotmail added with the digital signature option?
We can't use digital signature when login to the www.hotmail.com? Is the
webmail more secure than OE?

By design. Because they don't have infrastructure to store _your_ private
keys.

Because digital signatures cannot be used for logging on - they are
signatures.
