You will need to clean up your computer and then see what happens with
your USB drives. There is no point in trying to do troubleshooting on
an infected machine. Get the tools/updates you need from a different,
known-clean machine that has a cd burner and burn them to cd-r. You
also should not have two antivirus programs installed - choose between
McAfee and Panda but do not keep both.
Here are malware removal steps to go through systematically:

Once your machine is clean, you'll know if the viruses/malware you had
damaged system files. If you feel you can't go through the procedures
and subsequent system troubleshooting - and there is no shame in
admitting this isn't your cup of tea - take the machine to a
professional computer repair shop (not your local version of
BigStoreUSA).
