Outlook Express is blocking access to an e-mail
attachment from MS for the latest security patch. Why did
it do this? How do I re-activate the attachment? Pretty
sure its the real deal.

MS never sends patched by email!

Pretty sure this is NOT the real deal.

OE options can be changed to allow you to hurt yourself... see other posts
if you really want to do that.

This has been around a short while.
The attachment is most likely a virus.
Delete the Email and attachment immediately.

Microsoft sends security updates but NEVER with attachments.

On the rare occasion Microsoft sends a file, you would be expecting it
in advance and know exactly what it is.

Install an antivirus application.
Update your antivirus weekly.
Run it weekly.
Install or enable a firewall:

Just to reinforce everybody else.

This is NOT the real deal--it is a very convincing fake.

The attachment may not be caught by current antivirus definitions.

Delete this thing now.

You can find out how to remove the MSOE attachment blocks by looking around,
but...

I won't give you more clue than that. What you really need to do is review
your method of how to assess the "real deal" first! Until your B.S. detector
is sufficiently sharp to allow for doubting attachments that come with
unsolicited email, you are better off unable to run them.
