Is there a way to stop users from creating different users
at the windows login prompt?

No.

But they aren't really creating users because Win98x does not have any user
account database. All they are doing is creating more *.pwl files.

Win98 is a "home user" OS.

I've setup a pc with the enable multi-user settings with
the current items and their content are copied almost like
an admin account. With the admin account having access to
the control files and other files, programs, etc. But I
had only created one account. So if you put a different
user name at the login prompt you do not get access to my
computer and any other programs that I did not install
while I was logged in as the Admin.

I'm not too quit sure with this multi-user settings. Would
this be a way of locking down files or programs for
unwanted users? So would it matter if the users created a
different user name, they shoud not be able to access
certain files except for the programs that I'd install
while in the profile that I created, correct?

No, not very well anyway. Usually it is just a way to make a mess. Win98
don't handle this as well as NT and other NT based OS's. It dosen't have the
NTFS file system permissions the way others do either.
