This may not be the right newsgroup to post to but it seems
the most appropriate.
I added a hard disk to my PC today, now Windows XP says it
needs to be activated (again). Unfortunately, when I
attempt to activate on-line a message appears basically
saying that local scripting needs to be enabled first, the
message fails to describe how to do this. Any ideas?

Try, in Internet Explorer,

Tools/Internet Options/Security

If the "Default Level" button isn't greyed out, try clicking it. If
"Custom" security options have been set, then scripting may have been
disabled, but there are quite a few options to think about!
