Is it possible to force Windows ME to use a Username and
Password to log in so that you cannot get to the desktop
simply by pressing "Cancel" and bypassing the login
prompt?

No. Those usernames/passwords are not for security.. they are simply
used for keeping individual's profiles and settings separate.

There are registry hacks that force you to answer that dialog box (you cannot
simply press Esc or cancel) - but as other replies imply, Win 9x or Win-MiniME
is far from secure on the best of days...
