If we modify the complexity of the Active directory user password policy
will existing users with passwords that don't meet the new requirements be
forced to change their password the next time they login or does this only
affect new accounts and password changes?

New accounts and when the current password expires.

It will only affect new accounts and password changes but be SURE to
communicate this change to your users with plenty of advanced warning with
specific example of what passwords will work and will not or you will be
sure to tax your support group with calls from confused users. --- Steve
