them while surfing the internet? What is the difference between socks proxy?
Can I use it for the SSL login of my hotmail account?

Give us an example please to clarify your question. There are:

* HTTPs proxies that allow non-SSL-enabled clients to use SSL, or inspect
HTTPs traffic
* Public proxies available ove HTTPs for secure/anonymous web browsing

They are completely different thing from SOCKS, as HTTP protocols are used
to conect.

public anonymous proxies over http?

Do you even know the difference between HTTP and HTTPS? Proxies may use
either protocol, and are capable of other functions. It would help to know
what you are trying to do; and, if it is your homework assignment, you would
do well to learn how to use Altavista, or that other search engine, and
figure these things out for yourself.

I know the difference between https and http. But when I configured the IE
setting for proxy with public https-supported proxy and public
http-supported anonymous proxy, I couldn't find the different result when
surfing the internet. Can you explain why it is?
Besides, There are four options for configuring the proxy with IE: Http,
Secure, FTP and Gopher. Is the "secure" option designed specially for the
https-supported proxy?

The "secure" option is in fact "insecure": it's using clear text
communication b/ween the client and the proxy, allowing to inspect all
traffic. That is required in certain organisations and also is good for
testing - we use @Stake Web Proxy and WebScarab intensively.

Connection to the proxy is encrypted or not - that's the difference in case
of the public proxies.
