I recently upgraded to a raid system and kept the old HDD
so that I can transfer data from old to new.

Anything under \documents adn settings\USERNAME
is not accessible - "Access Denied".

Even if i log in as Administrator, anyone know how I can
override this please?

You will need to take ownership of the files and folders. Follow

You probably have to take ownership of that profile as an administrator.
Right click the folder and select properties/security/advanced/owner. Select
administrators to be the owner and be sure to check the box to apply to
subfolders/objects. After that you should be able to add yourself or
administrators with full control permissions. The link below explains in
