The directory is normal, but you should be able to access it
C:\Documents and Settings\All Users>cacls Documents
C:\Documents and Settings\All Users\Documents NT AUTHORITY\SYSTEM:(OI)(CI)F

CREATOR OWNER:(OI)(CI)(IO)F
