When I open the Control Panel, Internet Connections, right
click on the connection and select Properties, nothing
happens. Also tried selecting the conection and then in the
left pane click on "Change Settings" and still nothing happens.

Internet Connections? All I can see on mine is Network Connections and
Internet Properties. On mine the firewall is buried under Network
Connections. But if you are really wanting to turn it off, that is the
default condition so unless you have turned it on there is no need to mess
with it.

It's a whole lot better to leave it turned on--John McGaw has the right way
to get at it.

Tell us more--why do you need to turn it off? The only time I'd recommend
this is if you are putting in place a third-party firewall as a replacement.
