I have a PC which conntects to the Internet via a dial-up modem. It also
connects to a home LAN.
I share Internet for my LAN with ICS. I don't want LAN user using some
Internet service such as IRC so i use TCP/IP filtering in the advanced tab
of TCP/IP settings, but the filter only block connection with specified
destination port while connecting to the PC, it does not block traffic with
the same port from LAN user to the Internet via ICS. Users's still able to
use IRC.
I run Windows XP - Service Pack 1 with all patch updating.

ICS does nothing (except optionally log) outbound traffic.

You need more functionality--I'd suggest Kerio's personal firewall as
something to try out to see if it fits your needs:
