I received word from someone on my contact list for MSN
Messenger that someone contacted them, pretending to be
me. I know who this person is, and they apparently have
taken a very similar email address to mine, and used it to
obtain my account information from MSN. I would like to
be contacted immediately to discuss this further, as I may
have to take legal action.
Please advise the proper channel I need to take to persue
this.

Good luck. MSN does have competent support staff, I've met some of them.
However, I've no idea how many layers you might need to get through to reach
them. From our experience here, the volume of "stolen identities" of
hotmail users alone must be staggering.
