How can I import another user's certificate to grant them access to shared
encrypted documents?

WE have a central CA that we cannot access directly. We have CAC cards that
contain user certificates. We are running Server 2003 AD. When attempting
to add a user to the list of approved user access on the encrypted document,
it errors with a cannot locate user's certificate.

I am not familiar with CAC but try using Active Directory Users and
Computers while logged on as a domain administrator to see if you can see
the user's certificate in the published certificates tab of their user
account [set view to advanced if you can not see that tab] and if it is
there you can export it to a .cer file [that will not include the private
key]. Otherwise check the user's account store on a computer that the user
has logged onto to use EFS. The user would need to logon and use the mmc
snapin for certificates for user and look in the personal\certificates
