I am trying to audit the creation of shares and I haven't been able to
get the security log to notice this. Anyone know how to do this? Thanks.

Audit the registry key
HKLM\System\CurrentControlSet\Services\LanmanServer\Shares for "set value".
This is more than just "share creation"- it includes deletion and changes-
and it doesn't tell you the nature of the change, but at least it tells you
when to look.

We're considering share management auditing for Vista.

Best regards,
Eric
