What do you mean "which Java program"? A program that uses Java or the
Java runtime itself? For the Java runtime, use the latest from Sun:
http://www.java.com/en/download/index.jsp

Uninstall all older versions before installing the new one.

Use a real newsreader instead of the awful web interface. This is very
easy to set up. Here is information to help you with that:
Since you are using the web interface, you may not realize that this is
really a newsgroup. You will get far more out of this resource if you
learn to use a newsreader. There are many good newsreaders for Windows,
but you can use Outlook Express since you already have it. Here are
some links to information about newsgroups:

Also, you may need to look for other issues on your system
as the web interface to the newsgroups that you used does
not depend on java at all.

For running Java, pretty much everyone uses Sun Java JRE from www.java.com.

Where did you hear that?

Every software has security issues from time to time. You can't uninstall
them all. With security, the goal isn't to remove all risk, but to reduce
it, and then accept the remaining risk. Most people accept the risk of
having Sun JRE installed.

Poster is likely referring to recent acknowlegement that, if prior versions
are left installed, they could be run by explicit request, and hence even
after updating JRE the vulnerabilities of prior versions remained.
