Sorry to be the bearer of bad news, but this installation of Win98
sounds like it's had its chips. Trying to restore an OS without safe
mode involves boot disks, DOS knowledge and serious knowledge of the OS
in use.
It would be far easier to format and reinstall. However you could
reinstall over the top of the messed-up installation, and this way you
will not lose data. Note that you will still need to reinstall programs
as the registry will be lost.

PS: Microsoft has stopped supporting Win98, so if this is the PC you use
for internet access make sure you have the old windows update files from
your PC's hard disk before you reinstall. You may also want to take this
opportunity to switch to XP.
