I have downloaded this update at least a dozen times this
year, but when Windows 98 SE scans for updates this item
always shows.
My download history indicates each download was successful.
How do I delete all the previous downloads, and how do I
ensure that this download can be done correctly?

I recommend you check these file versions on your system.

If your files match the version numbers listed above, the patch has been
installed. This information is taken from Knowledge Base article 823559.

If the files on your machine are older than the ones listed above, that
will explain why the scan attempts to install the package. It does not
explain why the installation is failing.

Please let me know what you discover.

Ron, if you've gotten only 12 this year, you are
fortunate. I'm now getting them daily (see my e-mail on
12/9). If there's anybody out there who has an answer,
please let us hear from you.

Ron,

It appears Windows Update is checking for a file match for these files on
Windows 98 and Windows 98 SE:

Html32.cnv
Msconv97.dll

Were you able to verify the version numbers of these files on your machine?
Also, please check to see if multiple copies of these files exist on your
machine. If so, check the version numbers of these additional files.

My suspicion is Windows Update sees a file version that is less than
expected, but the update is either failing or the file is placed in an
unexpected location.
