does someone know a tool similar to hfnetchk or qfecheck that determines
which hotfixes are installed on your system...

Just look in the add/remove programs list or itterate
the 'uninstall' registry key

Take a look at the Microsoft Baseline Security Analyzer (MBSA):

Take a look at the Microsoft's Baseline Security Analyzer,
you can e.g. run it with command line switches:
