There are more than one way:
- Go to Control Panel, Add/Remove Programs, and look for
the "Windows CP Hotfix KB823980" entry. If it's there,
it's installed (do not uninstall; close the window to
exit).
- Visit Windows update, let it scan your computer for
necessary updates, and check if it suggests KB823980 to be
installed (while you're at the site, take the opportunity
to install all crictical and security fixes).
- Follow the KB article instructions
(
http://support.microsoft.com/?kbid=823980 - careful,
scroll deep down to the XP information, there's different
stuff for each OS). There you'll find the list of files
with their versions:

Look for these files on your machine, and right-click-
properties to check if the versions are right
- Download the 823980 scan tool
(
http://support.microsoft.com/default.aspx?kbid=826369),
and run it with the target being 'localhost'.
