The best? Having a valid answer to that would require that one thoroughly
test all of them and I'm betting that nobody has ever done that.

I can say that I've been having good luck with a free program called K9
http://keir.net/k9.html which "learns" from the mail it sees. If it makes a
mistake you correct it and it does better the next time. If your volume of
mail is large it can learn pretty quickly but it will still take a while but
it does eliminate the need to create rules and lists which are the bane of
other filters. Some users report that the program is 98-99% effective in
eliminating SPAM after it has been thoroughly trained. Personally I'm seeing
about 90% after a few weeks of usage and it is slowly improving (my mail
volume is not large enough to train quickly).
