This could be a long shot. Try leaving the password blank.
You see, Windows 98 does not have an admin code unless you
are on a network. In which case you need to contact your
I.T. department.

It could also be a recovery code that your computer
manufacturer uses to unlock a recovery disc or partition.
If that is the case, it should be with the documentation
that came with your computer and it might even be on the
computer itself. Perhaps on a sticker on the back of the
system?

By the way, when posting to NG's, typing in all caps is
considered shouting and it is difficult to read.

SafeBoot (www.safeboot.com) is a security system. Unless you are the
legitimate owner of the machine and have a helpdesk, then it's
probably toast.

you could mail support@safeboot.com but they will ask you who you
bought it from etc.
