I have recently installed Windows XP Home Edition,
version 2002 and have tried to restrict access to
websites by my teenage children. I went into internet
options and enabled content with the strictest settings
on the ratings systems ICRA and RASACi, however it makes
no difference and does not block access to any websites
whatsoever. What am I doing wrong? Is the program faulty
because I have spent hours going through the "help"
instructions to no avail.
Please help soon.

Do you mean Content Advisor? I think it should do this, but have never tried
it myself. Did you check help?

Note - nothing like this is going to keep out an intelligent and curious
teenager. The only real solution is to control physical access to the
computer. Don't put Internet-connected computers in their rooms, either -
it's asking for trouble. There are lots of 'nanny' programs out there, but I
have yet to hear of a situation in which the child didn't figure out how to
bypass it, and the parents really knew how to configure it.
