I am trying to locate the critera which is used to test the operating systems
securities and the methods, proceedures, and environments which are used in
testing. Can anyone help me?

That's a pretty general question. The answer depends on who is doing the
testing. You would need to look at any recent surveys that have been
done (locate them with Google) and see their methodology.

One note, be careful of who is the source for the data...there is a lot of
intentionally bad data out there. I would advise to watch WHO did the study
and HOW they compared. I would also suggest staying away from anything to
do with the "Yankee Group". The more I have looked into them the more the
appear bogus....

I would look to a Colledge Universities. MIT, Harvard, Cal Tech, etc, etc...

There are some tools out there which could permit you to test against open
ports, well known exploits, vulnerabilities for different platforms. It can
even provide fingerprinting. What I'm actually refering to is the open
source tool called Nessus. That would be one for starters.
