I have to administer my bussines servers from home. I always use a vpn for
it. My question is: is remote desktop only (without vpn) as secure provided
that high secure policy is used?

The RDP tunnel itself is secure.You can also use RDP through your VPN
server. That way you will have less ports to open in your firewall and if
you are using l2tp for your VPN you will have better security because l2tp
requires both computer and user authentication. --- Steve
