I received an e-mail that looks like it came
from "Microsoft". It says to open "patch.exe". I did
not do this because the explanation was miss-worded and
not in very good english.
Is this legit?

Microsoft does not send attachments via e-mail. The e-mail you received
spoofed the Microsoft domain and the attachment is a virus.

The only way to receive legitimate notices about security updates is to
subscribe at http://www.microsoft.com/security/bulletins/alerts.mspx. All
notices we send can be verified at http://www.microsoft.com/technet/security
and are posted online before the e-mail is sent. They are all text based
and contain link only and online bulletin.
